UPMART's official policy on Road Tolls is:
* The closure and /or restructuring of many roads to deliberately funnel traffic to tolled roads is anticompetative and unlawful..
* Tolls discriminate against the poor and unfairly target particular persons, communities and businesses who live along or who must use tolled roads.
* At least four alternative options exist to fund tolled roads which are less burdensome to Australians than funding via tolls. State Governments pers section 51(xiii) of the Federal Constitution, being sovereign states within the Federation, have the ability and the authority to fully utilise their capacity for credit creation without interest and to create their own money without debt and without causeing inflation to fund roads without any burden whatsoever to Australians..

Your right of passage and right of privacy are compromised with road tolls.
             Road Toll Exemption Kits (the benefit) have been available since June 1998. Through the instruments of UPMART, electors continue to succesfully claim their lawful exemptions from paying road tolls. This was UPMART's first initiative that commenced in June / July 1998. Malcolm developed Australia's first legal toll exemption kit. He campaigned for many months and issued toll exemption tickets around Victoria for the soon to be CityLink Tolls. Thousands of electors met him in Bourke St Mall and he received much media publicity.(e.g. Melbourne Times July 28 1999 and The Age ( The Age, Thurs 19 August 1999. FULL page article, which is too big to include here as a download, although it is displayed at Step 1 freedom seminars). Malcolm has received significant media coverage. He and his team issued over 1500 Toll Exemption Tickets to members for a donation. At that time most electors could not believe that you could get a real toll exemption kit for only a gold coin donation or if they did believe, they did not have the courage of their convictions to claim their exemption. Nowadays more road tolls than ever before are being introduced on Australian roads. Motorists complain but still do nothing, whilst at UPMART we walk the talk, and more motorists than ever are exercising lawful claims for not paying tolls. These days at UPMART we only want to train and empower members who have the courage of their convictions. We want those electors who can walk the talk. FACTS: on Funding.
1. The Government chose and continues to chose the most expensive option to fund our roads and infrastructure.
There are at least four options for funding roads and infrastructure:
Funding Option 1. The first option is that the State Governments per section 51(xiii) of the Federal Constitution, being sovereign states within the Federation, have the ability and the authority to fully utilise their capacity for credit creation without interest and to create their own fiat money without debt and without causeing inflation to fund roads without any burden whatsoever to Australians. For example, up until the closure of the State Bank of Victoria, the State Government of Victoria created fiat money to pay for roads and infrastructure. This is a very simple and well proven option. Of course the banks don't like this option because they want to have all the control.

Funding Option 2
. The second option is for the Members of Parliament of the State Governments to use money from the huge reserves of consolidated revenue that has been saved from the enormous petrol taxes and registration fees. The consolidated funds that is available from these taxes and fees are enormous and easily able to pay for the numerous roads that we need.
Current petrol prices are about 140 cents per liter, and of this money about 70 cents is federal and state taxes.
Of these huge taxes, a maximum of about 6 cents finds its way to roads and infrastructure, the rest is allocated into consolidated revenue.
If we truly are a user pay system, as the government decrees, then let all the user fuel tax find should find its way into roads and infrastructure. If this happend we would have super highways all around Australia!

Refinery price 45.1 cents, (considering cost of refinery production is less than 3 cents /liter then at least 50% is pure profit for the petro companies!)
Oil company and retail margin for sellers is 6.9 cents. GST 9 cents. Excise 38.1 cents.

Funding Option 3. Another option is the Members of Parliament of the State Governments borrow money from the Federal Reserve Bank at about 1% interest. This is not as good for you or for your State as Funding Option 1, and of course, we must ignore who is on the board of the Federal Reserve Bank, and who is in control of the Federal Reserve and who benefits from the decisions of the Federal Reserve..

Funding Option 4
. The most popular option is that the Members of Parliament of the State Governement choose private funding from Multinational. The repayments and final costs for private funding are huge compared to Options 1, 2 and 3. For example in Victoria the Multinational Corporations charged 17% interest for 34 years.

The Members of Parliament of the State Governemnts choose the most expensive option. Your members of Parliaemnt choose to cause you to pay the highest fees. Your MP's do not choose Option 1, which is no burden. Your MP's do not choose options 2 or 3 which is the next best option. Your MP's that you elect, choose the most expensive option.
In fact your MP's of your State Governments have demonstrated a most sinister and corrupt intent to consistently choose the most expensive option. Such bad financial managment is deliberate. Governmetns have put the will, vision and interests of multinational companies above the will, vision and interests of Australians.

The rule of law (the proven will of the community) regarding road tolls is well established.
The rule of law of the communities around Australia is "NO ROAD TOLLS ".
Communities have repeatedly and consistently proven this rule of law
by referendums, petitions and numerous protests.

Road tolls are ultra virez authority of parliament to enact.
The Federal Constitution in the Annotations regarding Section 92 reveal that the intent of the founding fathers is against road tolls.

What are my rights that I can use to stop governments continuing to make tolled roads?
A1. As an elector entitled to vote for a member of the senate or for a member of the Legislative Asembly of your state, you are entitled to join our AxeTolls action group and participate in a AxeTolls Plan that is certain to remove tolls
